In terms of feral cats...yes, feeding them does encourage them to come back for more...they do not bite, nor generally approach people...in fact, if this population was spayed/neutered, and only fed...

Of course, there is always the chance that the feral cats are controlling the mice/rat population, but if I recall correctly, there are mouse traps around the community which might actually be doing...
